We delivered a public-facing citizen services portal for Alamdanga Pouroshava — birth certificates, holding tax, trade licences, and citizen complaints — accessible in both Bangla and English, optimised for low-bandwidth connections. Officials get a back office to issue, track, and reply; citizens get a clean, accessible form flow that doesn't require an account for routine requests.

The problem

Citizens had to physically visit the municipality office for routine paperwork — birth certificates, trade licences, holding tax. Officials processed everything on paper.

The approach

Bilingual Laravel + Inertia portal with a paperless workflow: citizens submit forms online, officials approve/reject from a moderation queue, certificates issued as signed PDFs. WCAG AA accessibility throughout. Bangla-first UI with optional English toggle.

The outcome

Serving 90,000+ residents in production. Average request turnaround dropped from 5 working days to under 24 hours. Two follow-on contracts from neighbouring municipalities.
